The Constitutional-Legal Committee of the House of Peoples monitors the implementation of the BiH Constitution; considers issues relevant to the constitutional order of Bosnia and Herzegovina and makes suggestions for amendments to the BiH Constitution; examines and submits to the House opinions on proposed amendments to the BiH Constitution; holds public hearings about proposed amendments to the BiH Constitution or draft laws and informs the House about the results of such public debate; discusses draft laws to be adopted by the House, with regard to their compliance with the Constitution of BiH and the BiH legal system, and with regard to legal processing; also, reports to the House its opinion of and proposals for legal and technical corrections of the obvious errors noticed in the text; discusses issues of legislative methodology and other issues relevant to the harmonization of the legal and technical processing of acts to be adopted by the House; presents opinions to the BiH Constitutional Court; takes part in preparing the work program related to the House’s legislative activity; determines, together with the relevant committee of the House of Representatives, when and if authorized by both houses, a proposal for an official version of the consolidated text of laws and other regulations to be adopted by the Houses of the Parliamentary Assembly of BiH.
The Committee considers issues which pertain to: the legal system, the electoral system, the BiH Council of Ministers, public holidays, the coat of arms, the flag and the state anthem of BiH, the seal of BiH, state administration, the implementation of international and national criminal legislation and other issues within the House’s scope of responsibility which do not fall within the scope of other committees.
