Albin Muslić, Member of the House of Representatives of the Parliamentary Assembly of Bosnia and Herzegovina (PABiH) and Deputy Chair of the PABiH Delegation to the OSCE Parliamentary Assembly (OSCE PA), participated in the Conference on Combating Organised Crime in the OSCE Region, held within the framework of the Fourth Interparliamentary Forum of Parliamentary Delegations of Southeast Europe under the OSCE PA. The forum took place in Rome on 5 and 6 June.
The conference gathered parliamentarians from over 30 countries and was opened by Eugenio Zoffili, Chair of the Italian Delegation to the OSCE PA and Special Representative on Combating Organised Crime. Welcoming remarks were also delivered by Pia Kauma, President of the OSCE PA, and Matteo Salvini, Minister of Infrastructure and Transport and Deputy Prime Minister of the Republic of Italy.
Under the moderation of Kyriakos Hadjiyianni, OSCE PA Vice-President and Special Representative for Southeast Europe, and Irene Charalambides, OSCE PA Vice-President and Special Representative on Fighting Corruption, participants discussed the experiences of OSCE member states in combating organised crime, the mafia, the social reuse of confiscated assets, and the broader fight against corruption. Distinguished panellists from academia, civil society, and Italy’s security sector highlighted the evolving nature of organised crime in the digital era, emphasising that emerging technologies – particularly artificial intelligence – pose new and significant threats.
At the conclusion of the conference, the Declaration of the Fourth Interparliamentary Forum was adopted. The Declaration underscores the importance of regional cooperation in Southeast Europe in the fight against organised crime, with a focus on improving data exchange, harmonising legal frameworks, and strengthening border control. A coordinated regional response was identified as the only viable approach to tackling this systemic issue, which has deep social and economic roots, and as such is crucial to restoring trust in democratic institutions.
The Declaration also called for a more prominent role for the issue of combating organised crime within the mandate of the OSCE PA Special Representative for Southeast Europe, positioning it as a key component in the development of OSCE PA policies for the region.
