The Speaker of the House convenes the sessions of the House and proposes the agenda, upon agreement with the Deputies.

According to the Rules of Procedure of the House of Peoples, the Collegium is responsible for: enabling delegates to exercise the rights and duties that are related to the execution of their responsibilities and proposing criteria which regulate the rights and duties of professional delegates; establishing cooperation with the House of Representatives, including holding joint sessions of both Houses at the requests of the Collegium of the House of Representatives and holding joint sessions of the Collegium of both Houses; exercising the rights and duties of the House with regard to the BiH Presidency and the BiH Council of Ministers under the BiH Constitution, the law and the Rules of Procedure, and other duties as well.
