Twinning agreement signed by parliaments of BiH, Hungary and France

Today, in the Parliamentary Assembly building, before numerous guests, a twinning contract was signed among the parliaments of BiH, Hungary, and France. The document titled "Strengthening the BH capacity of parliaments in the context of EU integration" defines the activities of assistance and support of the European Union, as programmed under IPA 2012, with the goal of establishing a mechanism for joint planning of BiH parliaments, as well as in connection to plans of the governments.

The aim of the project is to establish a mechanism of regular consultations within the future co-ordination mechanism of the executive body; and subsequently, to create a folder of responsibility for parliamentary bodies at all levels, specifically: in areas requiring harmonization with BiH legislation with EU legislation; in making recommendations for strengthening the parliamentary monitoring; and in the establishment of mechanisms for civil society’s participation in the process of European integration.

It is anticipated that the project will increase efficiency of the modernization work of the legislative authorities in BiH for two years – it is for this purpose that the European Union contributes 3.5 million. The signing of the twinning agreement was preceded by a half-year process of preparing comprehensive project documentation and an intensive and successful coordination of the legislative body of BiH, the Entities and Brčko District.

Otherwise, on behalf of the Parliamentary Assembly of Bosnia and Herzegovina the contract was signed by Secretary of the Common Services Ferid Buljubašić, Secretary of the House of Peoples Marin Vukoja and Secretary of the House of Representatives Dragoljub Reljić, then Secretary of the House of Peoples and the House of Representatives of the BH Federation Izmir Hadžiavdić and Daniela Čegar, General Secretary of the RS NA Ranko Karapetrović, Head of Professional Services of the Brčko District Jovo Galić, and future project managers.
