Union for the Mediterranean (UfM)

The Union for the Mediterranean was founded on July 13, 2008 in Paris. On the initiative of the then president of France, Nicolas Sarkozy, representatives of 43 countries gathered in Paris, including the highest representatives of Bosnia and Herzegovina, and signed the Paris Declaration, the founding act of this international organization. 

This multilateral project, which represents a framework for the establishment and strengthening of cooperation between the countries of the European Union and the countries of the Mediterranean Sea, today consists of 28 member states of the European Union, 11 countries of the Middle East and North Africa, as well as Monaco and three Balkan and Mediterranean countries - Bosnia and Herzegovina, Albania and Montenegro.


The Union for the Mediterranean developed from the Euro-Mediterranean partnership, better known as the "Barcelona Process", which was made official in 1995 in Barcelona at the first Euro-Mediterranean conference at the level of heads of diplomacy. The Declaration from Barcelona established three main goals of this partnership: joint action in the interest of peace and stability by strengthening the dialogue on political and security issues; building a zone of mutual prosperity through economic and financial partnership and establishing a free trade zone, and rapprochement between people through social, cultural and humanitarian partnership programs.

Parliamentary Assembly of the Union for the Mediterranean (PA UfM)

The Parliamentary Assembly of the Union for the Mediterranean (PAUfM) is a parliamentary institution established in accordance with the Barcelona Declaration and has 280 members. 132 members are delegated from the member states of the European Union (EU), two members each come from Albania, Bosnia and Herzegovina, Monaco and Montenegro (8 in total), while 130 members come from the parliaments of ten founding Mediterranean partners and ten members from the Parliament of Mauritania. According to the Barcelona Declaration, the PAUfM is focused on three basic areas: political and security partnership; economic and financial partnership and social and cultural partnership. The main goal of the work of the PAUfM is the development of cooperation on the political, economic and cultural level between the European Union and the countries of the eastern and southern Mediterranean. Within the framework of this cooperation, special attention is devoted to promoting stability and security in the region.


The coordination of the work of the Assembly is the responsibility of the Bureau, which has four members elected for a four-year term - two members from the southern Mediterranean partner countries, one from the national parliaments of the EU member states and one member from the European Parliament.The coordination of the work of the Assembly is the responsibility of the Bureau, which has four members elected for a four-year term - two members from the southern Mediterranean partner countries, one from the national parliaments of the EU member states and one member from the European Parliament.
The members of the Bureau rotate once a year in the position of chairman, which ensures the equality of the northern and southern member countries of PAUfM.

There are five committees in the PAUfM:

  • Committee for Political Affairs, Security and Human Rights
  • Committee for economic and financial affairs, social affairs and education
  • Committee for improving the quality of life, exchange of experiences between civil societies and culture,
  • Committee for Energy, Environment and Water
  • Committee for Women's Rights in the countries of the Euro-Mediterranean Union.

PAUfM adopts resolutions and recommendations regarding all aspects of Euro-Mediterranean cooperation, which, although not legally binding, concern the executive bodies of the Union for the Mediterranean, the Council of the EU, the European Commission and the national governments of the partner countries.

The texts are adopted by consensus and with the presence of more than half of the PSUzM delegations from both components - European and non-European.

The constituent session of the PAUfM was held in Athens (Greece) in March 2004, and since then this body meets once a year in the country that presides over the Assembly.

In April 2013, the Parliamentary Assembly of Bosnia and Herzegovina was officially admitted to full membership in the PAUfM. There are two members in the Delegation of the BiH Parliamentary Assembly to the PA UfM.


Member countries of the PA UfM are as follows:

  • (Northern partners): European: 28 EU national parliaments and the European Parliament, non-European: Albania, Bosnia and Herzegovina, Monaco and Montenegro;
  • (southern partners): Algeria, Egypt, Jordan, Israel, Lebanon, Morocco, Palestine, Syria, Tunisia, Turkey and Mauritania.

The working languages of the PAUzM are: English, French and Arabic.
